Digital Operational Resilience Act

On 24 September 2020, the European Commission published its long-awaited draft regulation, the Digital Operational Resilience Act (DORA), on digital operational resilience for the EU financial services sector.

The proposal, which forms part of the broader Digital Finance Strategy package, is the first legislative initiative at European level aimed at introducing a harmonised and comprehensive framework for the digital operational resilience of European financial institutions. Once DORA has been formally adopted, critical third-party providers—such as cloud computing services—will also come under the direct oversight of the European supervisory authorities.
