Make digital euro useful, simple and affordable
Political negotiations on the introduction of the digital euro have reached a decisive stage. The question is no longer whether the digital euro will be introduced, but how it will be introduced. The Dutch Payments Association and the vast majority of our members advocate for a digital euro that is simple, useful and affordable; for a digital euro that is easy to understand and that genuinely adds value to all the widely used and reliable digital payment methods that already exist.

Banks and other payment service providers (PSPs) play a central role in the distribution, security and support of the digital euro. Their long-standing investments, efforts and experience in collective payment systems – for example, in ease of use, security, fraud prevention and customer support – are indispensable for an independent, resilient and stable European ecosystem for large volumes of everyday payments. For consumers and businesses in particular, paying with digital euros must be useful, understandable and secure. For society as a whole, they must remain affordable and offer stability.
The Dutch Banking Association (NVB) has drawn up five key principles to this end, which are widely shared by banks, both in the Netherlands and across the rest of Europe:
- The digital euro must be understandable and reliable for users
- The digital euro must be introduced in stages and offer useful new applications
- The digital euro must offer fair, cost-covering fees to payment service providers
- The digital euro must provide a level playing field for PSPs across the EU
- The digital euro must provide stability and resilience for the financial sector in the EU
