EU trilogue on the digital euro begins
Political decision-making on the introduction of a digital euro has entered the trilogue phase. In June 2023, the European Commission (EC) published a legislative proposal, which was approved by the Council of the EU and the European Parliament (EP) in 2025 and 2026. From 2026, they will use the trilogue process to agree on and implement the finer details of the legislation. During the trilogue, the EC, the Council and the EP will negotiate matters including privacy, financial stability, the role of banks and the practical introduction of the new means of payment.

Meanwhile, the European Central Bank (ECB) is continuing its technical preparations and working towards an initial pilot with 36 payment service providers in 2027. The intended infrastructure for the digital euro could become operational around 2029, depending in part on the progress of the political trilogue.
