ACM permits limited bank cooperation on ATM placement

The Dutch Payments Association and its members welcomed the Netherlands Authority for Consumers and Markets’ decision to allow banks to coordinate to a limited extent on installing additional ATMs, helping to keep cash sufficiently accessible and available in sparsely populated areas.

ABN AMRO, ING, Rabobank and SNS Bank would launch a pilot in Zeelandic Flanders aimed at giving residents access to a cash withdrawal point within a radius of five kilometres wherever possible. Several solutions were available. Retailers could allow consumers to withdraw extra cash when making a purchase or install non-bank ATMs in their shops. The banks could also install an ATM if this was the best solution.

Where an ATM installed by a bank offered the best solution, the Netherlands Authority for Consumers and Markets now allowed the banks to coordinate on its location and which bank would install it.
