Open Banking Working Group

The Open Banking Working Group ensures coordination within the Dutch open banking ecosystem. Open banking allows a regulated third party, with the account holder’s consent, to gain digital access to a payments account. This enables new payment initiation and account information services. The working group monitors relevant developments in legislation, industry initiatives, and operational and technical matters, helping to ensure the safe and reliable use of open banking.

  • Third party access to payment accounts under PSD2

    The working group monitors the existing open banking framework under PSD2 and discusses what it means in practice for cooperation, access to payments accounts and the development of new services in the Netherlands.

  • Preparing for PSR and PSD3

    The working group prepares for the new open banking obligations under PSR and PSD3. It considers the implications of the new regulatory framework for payment service providers, processes and cooperation within the open banking ecosystem.

  • Developments in open banking

    The working group discusses developments within open banking, including sector initiatives, technical standards and further cooperation between banks and third parties in the Netherlands.

What have we achieved so far?

Event on 'open access beyond PSD2'

The working group organised the event SPAA: open access beyond PSD2. In doing so, it brought together parties from the open banking field around the further development of access to payment accounts and new applications within Europe. The Open Banking Applications knowledge base page also shows that the Open Banking Working Group is closely involved in the SPAA initiative of the EPC.

Response to new open banking obligations under PSR and PSD3

The working group prepared a substantive response as part of Have Your Say on the new open banking obligations under PSR and PSD3. This contributes to the sector’s positioning on new European regulation. The PSD2 knowledge base article places this development in the broader context of the existing open banking framework.

Establishment of the Open Banking Operational Expert Group

In 2025, the Open Banking Operational Expert Group was established to further cooperation between banks and third parties. The working group thereby created an additional structure for in-depth discussion of operational matters and practical coordination within the sector.
