Account-to-account Working Group

The Account-to-account Working Group is the platform where payment service providers discuss and agree on arrangements relating to Dutch non-cash payments. The working group manages and improves joint procedures and standards for secure, efficient and reliable day-to-day payments. Together with various expert groups, it translates developments in legislation, infrastructure and society into practical sector-wide agreements. In addition, it advises the management of the Dutch Payments Association, both on request and on its own initiative, on these matters.

Current topics within the working group

  • Future-proof procedure for fraud

    The working group is investigating how the civil procedure enabling victims of fraud to recover their money can remain future-proof. The focus is on the ‘Procedure for Name and Address Details of the Beneficiary in Cases of Non-Banking Fraud’ (PNBF). Under certain conditions, this procedure allows victims to request details of the recipient of a payment via their bank.

  • Raising awareness of the Digital Mandate Service

    The working group is working to raise awareness and understanding of the Digital Mandate Service amongst businesses and organisations that collect payments. With this service, customers give digital authorisation for a direct debit via their bank. This allows creditors to obtain authorisations online rather than via a paper form.

  • Clear information on basic bank accounts

    The working group is working to improve information on applying for a basic bank account. This involves providing clear explanations of the options, conditions and application procedure. This supports people for whom opening a standard payments account is not possible.

What have we achieved so far?

Collective coordination on joint payment services

The working group has contributed to joint agreements concerning, amongst other things, the introduction of instant payments and the Account Switching Service. By coordinating implementation between payment service providers, it supports a consistent approach and reliable service provision to consumers and merchants.

Joint procedures for incorrect payments and fraud

Under the working group’s responsibility, the Procedure for Unwarranted Payments and the Procedure for Beneficiary Personal Details in Cases of Non-Banking Fraud are maintained. These procedures provide payment service providers with a joint approach for reclaiming a payment or providing the recipient’s details, subject to certain conditions.

Additional arrangements for the Dutch market

The working group has contributed to joint arrangements concerning, amongst other things, government claims, G accounts and the basic bank account. Although alignment with international standards is the starting point, additional arrangements are required for these Dutch provisions. The working group ensures coordination regarding their management and improvement.
