The days are getting shorter and the cycling gloves and jackets are out of the closet again. Fortunately, there are plenty of developments in payments to keep us off the streets and in our warm workplaces.
The WE BUILD ‘large scale pilots‘ with the EUDI Wallet in payments took off. In a new campaign by Accessible Banking, BN’ers tell how we can bank digitally easily and safely at home behind the stove. From now on, you can make super-fast transfers to and from all banks in other euro countries. The digital euro and stablecoins are keeping minds busy. E-commerce seems to be shaking off the after-glow corona fever for good.

Super-fast and secure transfers between all euro countries from now on

From 9 October 2025, Dutch people will be able to transfer euros super-fast to all banks in other euro countries within ten counts, every day of the year and every moment of the day. Conversely, we can then also receive super-fast transfers from all other euro countries at any time. Moreover, the familiar IBAN Name Check will work from that date onwards for all IBANs in all euro countries. This will allow Dutch citizens to pay and receive credit transfers throughout the eurozone in the same way as we have been used to within the Netherlands for years.
European WE BUILD pilots with EUDI Wallet launched

On 3 September, the European WE BUILD partnership was officially launched, with more than 350 participants from 35 countries. In a ‘large scale pilot’ , 13 possible applications of the so-called the EU Digital Identity Wallet (EUDI Wallet) are being developed and tested. The Payments Association and Visa are supervising a working group within WE BUILD focusing on approving consumer payments with the EUDI Wallet)
Famous Dutchmen deployed for Accessible Banking

A little help will get you there! Jörgen Raymann helps his mother with daily banking matters and Lucille Werner assists her fellow townie Dory. In videos and articles, both Dutch celebrities show how they help others and how you can become better at banking. They point out calling via the banking app, useful information on www.Bankinformatiepunt.nl,(opens in new window) fun ways to master digital banking and more.
Jörgen crawls into the role of Auntie Es to point out that she found her way to the bank just fine when ‘her’ branch was closed. Besides Jörgen and Lucille’s messages, there are numerous other communication tools for the target group (such as the booklet ‘A conversation about help with banking’ and a SeniorWeb special on online banking) and for their helpers (‘the national compliment’). First hundred days of Arjan Bol

Arjan Bol’s first hundred days as director of the Payments Association are (more than) over. In a podcast episode of ‘The New Marbles’, Arlette Broex and Gertjan Rösken talked to him about it. Dutch payments are running smoothly. What challenges lie ahead for him and the Payments Association?
Trilogue between European legislators on PSR/PSD3 begins

In mid-2023, the European Commission published its legislative proposals for PSR and PSD3, to replace the current payments directive PSD2. The European Parliament and the EU Council have spent the past two years defining their respective positions on these proposals.
A European Parliament (EP) delegation announced its position(opens in new window) back in April 2024(opens in new window) . The EP wanted to finalise this before the European Parliament elections in June 2024. The EU Council officially reached its position(opens in new window) in mid-June 2025. They needed considerably more time, partly to discuss in depth the implications for fraud and Open Banking.
The bill entered the so-called trilogue phase in July 2025, where the EC, EP and Council negotiate the final texts of PSR and PSD3. If handled smoothly, this could be finalised by the end of 2025.
This will be followed by other steps, so official publication is not expected until 2026. From then on, an implementation period of around 18 months will apply.
The Payments Association keeps its members informed about the political developments surrounding PSR and PSD3 through the PSR Taskforce and tries to influence the legislative process where possible.
Consumers buy more products and fewer services online

Dutch consumers spent over €17 billion online in the first half of 2025, 1% less than in the same period last year. This decrease is due to declining spending on services (-7%). The total number of online purchases came to 168 million (-1%), of which 144 million were product purchases. The number of purchases of services fell by -12%….
Response to stablecoins is wholesale CBDC, not digital euro

The rise of stablecoins has raised concerns about the role of the euro in the digital age. An editorial comment by the FD to therefore accelerate the introduction of a digital euro for consumers lacks economic and practical justification.to counterbalance the advent of stablecoins, the further development of a so-called wholesale CBDC, digital central bank money for professional parties, is much more obvious.
PCI SSC Community Meeting 2025 to focus on security

Businesses and consumers are increasingly targeted by cyber attacks. This has serious consequences, including financial losses, costly investigations and expenses by financial service providers. Cyber criminals are increasingly using advanced technology, tools and tactics to commit cyber fraud.
PCI Security Standards Council’s upcoming European Community Meeting 2025 will focus on cybersecurity: how to prevent, identify and take action on cyber attacks
The international meeting is from 14 to 16 October at the RAI in Amsterdam. Speaking as an added attraction will be Bernie Collins, strategy analyst in Formula 1.
