European legislation
Together with our members, the Dutch Payments Association assesses legislative proposals and regulatory processes. Our starting point is that new rules should contribute to secure, reliable, efficient, and innovation-driven payment transactions in the Netherlands.
Recent developments in society
- Consumer protection and transparency: legislation increasingly focuses on clarity regarding costs, terms and conditions, rights, and obligations.
- Access and innovation: new players, such as fintechs, gain access to payments accounts via account information services and payment initiation services.
- Security and financial stability: ensuring reliable and resilient digital payment infrastructures remains a priority.
- Accessibility and inclusion: legislation and regulations promote the ability of everyone to participate in payments.
- European cooperation: there is growing coordination between member states in the event of incidents and crises in payments.
Role of the Dutch Payments Association
- The Dutch Payments Association bases its strategy on European developments, with an emphasis on regulations and policy direction.
- We monitor and interpret the strategic vision of the European Commission and coordinate actions that carefully balance the interests of our members.
- We share the quality of Dutch market outcomes with European partners and forums.
Our vision for the future
- The Dutch Payments Association actively represents the sector in European bodies such as the European Payments Council (EPC), the European Banking Federation (EBF) and the European Card Payment Association (ECPA). Within the Netherlands, we participate in consultative structures such as the National Forum on the Payment System (MOB in Dutch) and in related working groups.
- We monitor developments in legislation and regulations, supervision of our sector, and the public debate. We analyze the impact on our members and stakeholders and provide clear and timely information about this.
- We also showcase our expertise internationally, thereby contributing to knowledge sharing outside the Netherlands.

What are members of the Dutch Payments Association doing with the European Accessibility Act (EAA)?
The aim of this European Accessibility Act is to ensure that people with disabilities throughout the European Union have the same (online) opportunities and user experience as people without disabilities. The EAA applies to a wide range of products and services, from ticket machines to e-books. The members and partners of the Dutch Payments Association focus on making banking services, ATMs, and other payment terminals (hardware and software) accessible to consumers. The Dutch Payments Association coordinates and supports these efforts.
