“What do the PSR and PSD3 mean for the payments sector?”
At the end of June, the European Commission submitted new legislative proposals concerning payment services in the EU: the Payment Services Regulation (PSR) and the Payment Services Directive 3 (PSD3). The proposals include several far-reaching changes and additions to the current PSD2. Eric Ducolombier, Head of the Retail and Payments Unit at the European Commission, explains the new proposals to the European Payments Council (EPC).

In response to questions from the EPC, Ducolombier explains what is new in the PSR and PSD3 and what this means for the payments sector. He also discusses how the proposed legislation relates to the Commission’s proposals on Financial Data Access, or FIDA.
On behalf of its members, the Dutch Payments Association responded to the new legislative proposals during consultations by the Commission. The Dutch Payments Association is also closely involved in SPAA, the EPC’s scheme of rules and arrangements for SEPA Payment Account Access, which enables secure digital access to payment accounts within SEPA.
