EU stakeholder management

In Europe, there are various consultation and advisory forums that focus on payments. The Dutch Payments Association is represented in many of these bodies. They play an important role in the development, harmonization, and resilience of European retail payments.

Euro Retail Payments Board (ERPB)

The Euro Retail Payments Board is the most important strategic consultative body for retail payments in the European Union, i.e. relatively small ‘ordinary’ payments between consumers, businesses and institutions, between each other and among themselves. The ERPB promotes integration, innovation and competitiveness within the European payments market. Topics addressed by the ERPB include:

  • the introduction of instant payments;
  • the further development of payment initiation services – services for issuing a payment order on behalf of a customer, for example by an online store, after explicit approval by that customer – so that they can function efficiently throughout Europe;
  • mobile P2P payments (person-to-person), including a European lookup service for reliably finding an IBAN account number from a phone number;
  • tap-to-pay payments at the point-of-sale, with the ERPB making recommendations for a secure, consistent, and user-friendly customer experience;
  • harmonization of card payments, in close cooperation with the European Cards Stakeholders Group.

European Forum for Innovation in Payments (EFIP)

The European Forum for Innovation in Payments (EFIP) is an informal partnership between the European Central Bank and the European Commission. The forum encourages the development of a competitive and efficient European market for retail payments and promotes policy coordination between member states. The EFIP serves as a platform for sharing information and views on European priorities and policy measures. The forum consists of the members of the ERPB and the chairs of the national payments committees in the EU.

Payment Systems Market Expert Group (PSMEG)

The Payment Systems Market Expert Group supports the European Commission with recommendations on market developments, technological innovations, and legislation in the field of payments. The group helps the Commission to better understand the impact of changes in the payments market and to tailor future regulations accordingly. The PSMEG consists of experts representing a broad group of stakeholders, including European banking associations, consumer organizations, and merchants. The Dutch Payments Association is also a member of this expert group.
