EPC publishes updated SPAA scheme rulebook

The European Payments Council (EPC) has published the updated rulebook (version 1.1) for the SPAA scheme , the SEPA Payment Account Access scheme rulebook. The new version will enter into force on 30 November 2023.
These are the main changes compared with the previous version 1.0:
- Additions concerning strong customer authentication (SCA), incorporating the results of an earlier public consultation.
- A definition of a minimum viable product (MVP), based on an analysis of market needs. The MVP comprises the minimum set of premium services that an account provider, or asset holder, participating in SPAA must offer through an API (application programming interface) to an intermediary, or asset broker, that also participates in SPAA.
- Changes to payment requests where transaction charges are not borne by the payer.
- Harmonisation between datasets and attributes.
- Clarifications concerning the intended approval process and the standard business conditions.
The Dutch Payments Association is a member of the EPC’s SPAA Multi-Stakeholder Group . Gijs Boudewijn, Managing Director of the Dutch Payments Association, is co-chair of this EPC stakeholder group.
