Digital identity
Recent developments in society
Digital identity can play a role in four steps of an online transaction:
- Initiation – starting a digital transaction or interaction, such as a payment or logging in to a service.
- Identification – establishing who someone is, for example through reliable personal data and documents.
- Authentication – verifying that someone is who they say they are, for example, with a personal secret code or biometrics.
- Authorization – approving a transaction or action, such as a payment or an order.
Not every transaction or interaction requires all four steps; sometimes initiation and authorization are sufficient.
- New laws and regulations, such as eIDAS 2.0 for digital identification services and MiCAR for crypto services, ensure increasingly fine-tuned coordination between these steps. They are crucial for the security, reliability, and legal validity of digital transactions in the EU.
- The European Digital Identity Wallet (EUDI Wallet) is expected to be introduced at the end of 2026. This wallet will make it possible to digitally display certain personal data in a secure, uniform, and privacy-friendly manner anywhere in the EU. Examples of applications include:
- Age verification for online purchases.
- Identification to become a customer of an online bank.
- Logging in to a government service or hospital (similar to DigiD).
- Growing digitization calls for clear European standards. Frameworks such as eIDAS 2.0 and MiCAR set requirements for the reliability, reusability, and cross-border functioning of digital identities.
Role of the Dutch Payments Association
- The Dutch Payments Association promotes safe and reliable identification processes within the Dutch payments system, with a focus on user-friendliness, privacy, and compliance with laws and regulations.
- We work together with banks, payment institutions, governments, and European partners to develop and harmonize standards and best practices for digital identity and authentication.
- The association monitors and advises on technological and legal developments, such as eIDAS and PSR/PSD2, to support innovation and strengthen confidence in online payments.
Our vision for the future
- The Dutch Payments Association strives for a future in which digital identity is seamlessly, secure and privacy-friendly integrated into online payment processes. This will enable consumers and businesses to continue to make payments easily and securely everywhere.
- We want to continue to play a connecting role between market parties and policymakers in order to promote innovations in the field of digital identity and strengthen European cooperation.
- The association sees itself as a driver of standards and regulations that ensure inclusivity and trust, so that everyone can benefit from secure and accessible digital payment options.

-
What is iDIN?
iDIN was developed by banks for consumers. With iDIN, you can securely log in, identify yourself, and/or confirm your age with government agencies, insurance companies, and online stores in the same way. In addition, an age check can be performed upon delivery to your door by scanning the iDIN QR code. This is because you are using your bank’s secure and trusted login method. This means you have far fewer usernames and passwords to remember.
