This was intended to ensure that cardholders, retailers and businesses in particular did not experience unintended adverse effects from the introduction of SCA.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"dutch-payments-association-coordinates-sca-migration-project\">Dutch Payments Association coordinates SCA Migration Project<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">To support the Dutch market\u2019s smooth migration to SCA for online payments, the Dutch Payments Association coordinates a migration project for issuers, acquirers and PSPs: the <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/online-payments\/double-verification\/\" target=\"_blank\" rel=\"noreferrer noopener\">SCA Migration Project<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The migration project involves consultation with other stakeholders, including representatives of webshops and consumers, card schemes and <a href=\"https:\/\/www.dnb.nl\/voor-de-sector\/open-boek-toezicht-wet-regelgeving\/toezicht-wet-regelgeving\/psd2\/sterke-clientauthenticatie-per-14-september-2019\/\" target=\"_blank\" rel=\"noreferrer noopener\">De Nederlandsche Bank<span class=\"sr-only\">(opens in new window)<\/span> <span class=\"icon inline-block ml-1 w-[0.875em]\" aria-hidden=\"true\"><svg aria-hidden=\"true\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"32\" height=\"32\" fill=\"#000000\" viewBox=\"0 0 256 256\"><path d=\"M228,104a12,12,0,0,1-24,0V69l-59.51,59.51a12,12,0,0,1-17-17L187,52H152a12,12,0,0,1,0-24h64a12,12,0,0,1,12,12Zm-44,24a12,12,0,0,0-12,12v64H52V84h64a12,12,0,0,0,0-24H48A20,20,0,0,0,28,80V208a20,20,0,0,0,20,20H176a20,20,0,0,0,20-20V140A12,12,0,0,0,184,128Z\"><\/path><\/svg><\/span><\/a>. During 2020, outdated transactions without SCA \u2013 known as legacy transactions \u2013 would increasingly be rejected through soft declines. In such cases, the webshop could resubmit the payment to the issuer using SCA.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the first quarter of 2020, the <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/online-payments\/double-verification\/\" target=\"_blank\" rel=\"noreferrer noopener\">SCA Migration Project<\/a> was due to announce when Dutch issuers would phase out support for legacy transactions and introduce soft declines.
