Ten years later, in 2024, only one in five transactions at the counter will be paid for in cash. Public debate and a study by DNB have prompted politicians to establish a legal framework for a \u2018less cash\u2019 society, without becoming completely \u2018cashless\u2019. This standard is still in use today and is complied with by Geldmaat.<\/p>\n<p>The three major banks (the owners of Geldmaat) and DNB have agreed that no more than 0.3% of all Dutch citizens may fall outside this standard. The agreements are intended to ensure that cash continues to function properly as a means of payment at physical counters. The covenant has been signed by the major banks, the Dutch Payments Association, representatives of consumers, retailers, the hospitality industry, gas stations, transport companies, cash processors, and DNB. The covenant will remain in force for five years, until 2027.<\/p>\n<p>The agreements include ensuring that cash remains available, accessible, and affordable for consumers and merchants. Specific points-of-sale establishments, such as municipal counters and pharmacies, must always accept cash, as consumers cannot easily find alternatives.<\/p>\n\n\t\t\t\t<\/div>\n\t\t\t<\/details>\n\t\t<\/li>\n\t\t\t<li class=\"\">\n\t\t\t<details  class=\"group bg-ocean-50 hocus:bg-ocean-100 transition-colors\">\n\t\t\t\t<summary class=\"flex items-center justify-between gap-2 p-4 list-none cursor-pointer md:py-6\">\n\t\t\t\t\t<h3 class=\"font-bold md:text-md group-hover:underline group-focus-within:underline\">\n\t\t\t\t\t\t4. The bill includes the following:<\/p>\n<ul>\n<li><b>Nation wide basic infrastructure<br \/>\n<\/b>Large banks must maintain a nation wide basic infrastructure of ATMs.<\/li>\n<li><strong>Access and fees<br \/>\n<\/strong>Many banks will be required to offer their checking account holders access to basic infrastructure: free of charge for consumers and at maximum rates for merchants. Small banks with fewer than 50,000 account holders are exempt.<\/li>\n<li><strong>Cash transport<br \/>\n<\/strong>There is virtually one dominant cash transporter in the Netherlands. To ensure continuity, DNB will monitor financial health and availability.
