A basic bank account includes basic services such as internet banking and mobile banking, <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/account-to-account-payments\/\" type=\"link\" id=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/account-to-account-payments\/\"><strong><u>account-to-account transfers<\/u><\/strong><\/a>, <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/account-to-account-payments\/sepa-direct-debits\/\" type=\"link\" id=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/account-to-account-payments\/sepa-direct-debits\/\"><strong><u>direct debits<\/u><\/strong><\/a>, and a <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/card-payments\/payment-cards\/\" type=\"link\" id=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/card-payments\/payment-cards\/\"><strong><u>debit card<\/u><\/strong><\/a>. <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/online-payments\/ideal-wero\/\" type=\"btv_wiki\" id=\"3051\"><strong><u>iDEAL<\/u><\/strong><\/a> is usually included as well. The basic bank account falls under the <a href=\"https:\/\/www.betaalvereniging.nl\/wp-content\/uploads\/2025\/11\/Convenant-inzake-pakket-primaire-betaaldiensten-december-2018.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>Agreement on a package of primary payment services<\/u><\/strong><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-target-group\">Target group<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Vulnerable people who, according to the bank&#8217;s duty of care, need help with applying for and using a payments account. These people may be struggling with addiction or serious debt, for example.<\/li>\n\n\n\n<li>People who are no longer legally entitled to a regular payments account. These are often people whose last regular payments account was closed because it was misused for fraud or money laundering.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-conditions-for-consumers\">Conditions for consumers<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The person applying for the account is 18 years of age or older or has a declaration of majority from a juvenile court.<\/li>\n\n\n\n<li>The applicant has a <a href=\"https:\/\/www.netherlandsworldwide.nl\/bsn\" type=\"link\" id=\"https:\/\/www.netherlandsworldwide.nl\/bsn\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>citizen service number (BSN)<\/u><\/strong><span class=\"sr-only\">(opens in new window)<\/span> <span class=\"icon inline-block ml-1 w-[0.875em]\" aria-hidden=\"true\"><svg aria-hidden=\"true\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"32\" height=\"32\" fill=\"#000000\" viewBox=\"0 0 256 256\"><path d=\"M228,104a12,12,0,0,1-24,0V69l-59.51,59.51a12,12,0,0,1-17-17L187,52H152a12,12,0,0,1,0-24h64a12,12,0,0,1,12,12Zm-44,24a12,12,0,0,0-12,12v64H52V84h64a12,12,0,0,0,0-24H48A20,20,0,0,0,28,80V208a20,20,0,0,0,20,20H176a20,20,0,0,0,20-20V140A12,12,0,0,0,184,128Z\"><\/path><\/svg><\/span><\/a>. Asylum seekers without a BSN can sometimes apply for a regular payments account, possibly through the <a href=\"https:\/\/www.mycoa.nl\/en\/living-at-the-coa\/about-money\/a-current-account-of-your-own\" type=\"link\" id=\"https:\/\/www.mycoa.nl\/en\/living-at-the-coa\/about-money\/a-current-account-of-your-own\"><strong><u>Central Agency for the Reception of Asylum Seekers (COA)<\/u><\/strong> <span class=\"icon inline-block ml-1 w-[0.875em]\" aria-hidden=\"true\"><svg aria-hidden=\"true\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"32\" height=\"32\" fill=\"#000000\" viewBox=\"0 0 256 256\"><path d=\"M228,104a12,12,0,0,1-24,0V69l-59.51,59.51a12,12,0,0,1-17-17L187,52H152a12,12,0,0,1,0-24h64a12,12,0,0,1,12,12Zm-44,24a12,12,0,0,0-12,12v64H52V84h64a12,12,0,0,0,0-24H48A20,20,0,0,0,28,80V208a20,20,0,0,0,20,20H176a20,20,0,0,0,20-20V140A12,12,0,0,0,184,128Z\"><\/path><\/svg><\/span><\/a>.<\/li>\n\n\n\n<li>The applicant has a permanent place of residence or abode in the Netherlands, or a postal address at a government agency or recognized social services agency in the Netherlands.<\/li>\n\n\n\n<li>The applicant has a valid identity document recognized by the Netherlands.<\/li>\n\n\n\n<li>The applicant has a valid reason for needing a Dutch <a href=\"https:\/\/www.betaalvereniging.nl\/en\/knowledge-base\/iban-and-bic\/dutch-iban\/\" type=\"btv_wiki\" id=\"3089\"><strong><u>IBAN<\/u><\/strong><\/a>. This is referred to as a genuine interest, for example, if they have immediate family ties in the Netherlands, or if they are working or studying in the Netherlands.<\/li>\n\n\n\n<li>The applicant does not have any other Dutch payments account (including jointly with someone else) and has not applied for one.<\/li>\n\n\n\n<li>The applicant cannot open any other type of payments account.<\/li>\n\n\n\n<li>The applicant applies for the basic bank account at the bank where they last had a payments account.<\/li>\n\n\n\n<li>The applicant has not previously had a basic bank account that was closed because the account holder did not comply with the bank&#8217;s terms and conditions.<\/li>\n\n\n\n<li>The bank must be able to comply with the requirements set out in the <a href=\"https:\/\/wetten.overheid.nl\/jci1.3:c:BWBR0024282&amp;g=2025-09-05&amp;z=2025-09-05\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>Money Laundering and Terrorist Financing Prevention Act<\/u><\/strong><span class=\"sr-only\">(opens in new window)<\/span> <span class=\"icon inline-block ml-1 w-[0.875em]\" aria-hidden=\"true\"><svg aria-hidden=\"true\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"32\" height=\"32\" fill=\"#000000\" viewBox=\"0 0 256 256\"><path d=\"M228,104a12,12,0,0,1-24,0V69l-59.51,59.51a12,12,0,0,1-17-17L187,52H152a12,12,0,0,1,0-24h64a12,12,0,0,1,12,12Zm-44,24a12,12,0,0,0-12,12v64H52V84h64a12,12,0,0,0,0-24H48A20,20,0,0,0,28,80V208a20,20,0,0,0,20,20H176a20,20,0,0,0,20-20V140A12,12,0,0,0,184,128Z\"><\/path><\/svg><\/span><\/a>.<\/li>\n\n\n\n<li>If the applicant has been involved in financial crimes in the previous 8 years, the bank may require them to submit the application together with a recognized social worker.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-conditions-for-banks\">Conditions for banks<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The banks offering the basic bank account have signed the Covenant on a package of primary payment services.<\/li>\n\n\n\n<li>A bank that offers basic bank accounts will process an application if it was the applicant&#8217;s last bank or if the applicant&#8217;s last bank does not participate in the Covenant.<\/li>\n\n\n\n<li>Banks that offer basic bank accounts will only accept the fully completed application form available at <a href=\"https:\/\/www.basisbankrekening.nl\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><u>www.basisbankrekening.nl<\/u><\/strong><span class=\"sr-only\">(opens in new window)<\/span> <span class=\"icon inline-block ml-1 w-[0.875em]\" aria-hidden=\"true\"><svg aria-hidden=\"true\" xmlns=\"http:\/\/www.w3.org\/2000\/svg\" width=\"32\" height=\"32\" fill=\"#000000\" viewBox=\"0 0 256 256\"><path d=\"M228,104a12,12,0,0,1-24,0V69l-59.51,59.51a12,12,0,0,1-17-17L187,52H152a12,12,0,0,1,0-24h64a12,12,0,0,1,12,12Zm-44,24a12,12,0,0,0-12,12v64H52V84h64a12,12,0,0,0,0-24H48A20,20,0,0,0,28,80V208a20,20,0,0,0,20,20H176a20,20,0,0,0,20-20V140A12,12,0,0,0,184,128Z\"><\/path><\/svg><\/span><\/a> by post.<\/li>\n\n\n\n<li>A bank must continue to comply with its legal obligations when offering a basic bank account.
